TERMS OF SERVICE, PRIVACY POLICY & CONTENT GUIDELINES

Welcome to the CVC Yuva Sankalpa. This Portal is owned and operated by the Office of CVC Yuva Sankalpa.
By accessing, registering, or submitting content on this Portal, you ("User") agree to be bound by these Terms of Service, Privacy Policy, and Community Content Guidelines.
SECTION A: PRIVACY POLICY (DPDP Act 2023 Compliance)
1. Information Collected
We collect personal information solely based on your explicit consent during online joining:
• Personal & Contact Info: Full Name, Date of Birth/Age, Gender, Mobile Number (WhatsApp-enabled), and Email Address.
• Locality Details: Assembly Constituency, Taluk, Ward/Gram Panchayat, and Booth Number.
• Verification Proofs: address proof such as Voter ID, Driving Licence, Ration Card, electricity/water bill or other accepted address proof..
• User-Generated Submissions: Photos, videos, text, survey responses, or event invitations submitted by you.
2. Purpose of Data Usage
Your data is processed strictly for official portal functionality:
• Validating your local identity and approving your profile.
• Sending login credentials, digital ID cards, and portal notifications via WhatsApp or SMS.
• Receiving and processing community suggestions submitted through the Portal as part of the Portal's youth participation and community engagement activities.
• Providing access to online training courses, examinations, and automated completion certificates.
• Conducting civic polls and youth surveys to understand constituency concerns.
3. Data Protection & Confidentiality
• No Commercial Monetization: Your personal data will never be sold, rented, or shared with any commercial third-party marketing entities.
• Database Encryption: Personal Identifiable Information (PII) and verification documents are stored in encrypted backend databases.
• Access Restrictions: Access to personal information is restricted to authorized office staff on a strict need-to-know basis (Role-Based Access Control).
4. User Rights
Under the Digital Personal Data Protection Act, 2023, you hold the right to:
• Withdraw Consent & Account Deletion: Request complete deletion of your profile and data by clicking Delete Account in profile settings or emailing our Data Officer.
• Update / Correct Data: Request correction of inaccurate information on your profile.
SECTION B: CONTENT MODERATION & USER CONDUCT (IT Act 2000 Compliance)
1. Content Restrictions
Users are strictly prohibited from uploading, posting, hosting, or sharing any text, photo, audio, or video that:
• Belongs to another person without authorization.
• Is defamatory, obscene, pornographic, pedophilic, or invasive of another person’s privacy.
• Promotes hate speech, discrimination, or violence based on caste, religion, gender, or community.
• Threatens the unity, integrity, defense, security, or sovereignty of India, or public order.
• Contains knowingly false, misleading, or deceptive information (Fake News).
• Contains software viruses, malicious code, or attempts to disrupt portal infrastructure.
2. Moderation & Review Workflow
• All submitted community suggestions, media files, and public posts undergo Pre-Publish Staff Review or automated content checks prior to appearing on public feeds.
• The Administration reserves the right to review, edit, reject, or remove any submission that violates these rules without prior notice.
3. Violation Enforcements
If a user breaches these content guidelines:
• 1st Offense: Removal of non-compliant post + Warning via WhatsApp/Email.
• 2nd Offense: Temporary suspension of account features for 30 days.
• 3rd Offense / Severe Breach: Permanent account termination and escalation to Cyber Crime authorities if required by law.
SECTION C: INTERMEDIARY LEGAL DISCLAIMER
1. User Responsibility: Users are solely and legally responsible for the authenticity, accuracy, and copyright ownership of any media, complaint, or text they upload.
2. This Portal functions as an intermediary platform enabling youth to connect with public representatives. The Administration assumes no legal liability for unauthorized or illegal content posted by users prior to notification and removal.
3. "All course videos displayed on this platform are embedded directly via standard YouTube embed protocols. Ownership, copyright, and intellectual property of the video content remain entirely with the respective original content creators/channels. CVC Yuva Sankalpa does not host, upload, or claim ownership of these third-party video materials."
4 Disclaimer on Certificate, Portal Terms: " Certificate verifies completion of an online assessment hosted on the CVC Yuva Sankalpa platform. It does not constitute an accredited academic degree or government-recognized qualification. "
5. Non-Governmental Status: CVC Yuva Sankalpa is a youth participation and skill assessment initiative. It is a non-governmental youth participation and open-learning portal."
6. Non-Academic Certificate Disclaimer: "Certificates issued by CVC Yuva Sankalpa recognize completion of online self-assessments hosted on this platform. They do not constitute official government qualifications, university degrees, or state civil service certifications."
7. Content Source Notice: "Educational video content featured on this platform is streamed via public YouTube embed links. Rights and ownership belong to the original YouTube content creators."
